Representative DeShanna Neal is a Democratic member of the Delaware House of Representatives, representing District 13 since 2022. A lifelong Delawarean and mother of four, they made history as the first non-binary person elected to the state’s legislature. Before entering politics, Neal established themselves as a prominent community organizer and activist, gaining public attention for a successful legal battle with Medicaid to secure gender-affirming care for their daughter, Trinity.
This experience inspired them to co-author the children’s book My Rainbow and found the Intersections of Pride Foundation, a nonprofit dedicated to supporting the LGBTQ+ community. Professionally, Neal is a therapist and Certified Family Life Educator who holds a Master’s degree in Applied Family Science from Wilmington University. In the General Assembly, they focus on legislative priorities such as mental health access, educational equity, and social justice.
