Housing Alliance Delaware (HAD) utilizes HUD funding to bring an end to homelessness in Delaware by constructing five thousand units for low-income residents, establishing a statewide tenant Bill of Rights to protect against eviction, and ending the criminalization of homelessness. The Sussex Housing Group of HAD founded the Springboard Collaborative pallet village, located two blocks away from the Georgetown Transit Hub, which currently houses 40 people in tiny homes equipped with electricity, wifi, and mini fridges. They have established a Guardian Program with local law enforcement to replace criminal charges with referrals to wrap-around services at the Georgetown Navigation Center. The 2025 HUD Point-In-Time Survey identified 150 chronically homeless individuals in Sussex County, with the true number estimated to be closer to 350. To accommodate this demand, the Sussex Housing Group plans to expand their Georgetown site to eight more Low Barrier Navigation Centers (LBNCs) throughout the county over the next three years. LBNCs stabilize folks in need of housing and prevent re-entry into the homeless population by providing 24/7 interim housing with no ID, sobriety, or income requirements. Redirecting state funds away from emergency response and towards a stabilization-oriented Homeless Response Operations Fund would lower the cost of homelessness intervention by 40-50%.

Greater investment upfront saves money in the long run, meaning “this is not a matter of whether we will pay, but how we pay – and what outcomes we achieve.”
