Congratulations to Dr. Gary Espinas. Dr. Espinas has been appointed to serve as an At Large Member of the Delaware Commission of Veterans Affairs (DCVA).
The Delaware Commission of Veterans Affairs provides assistance to Delaware’s veterans, their spouses and dependent children. The Commission, consists of 15 members appointed by the Governor, each for a 4 year term. 10 members are selected by their respective Department’s and 5 At Large Members are appointed by the Governor to represent veterans throughout Delaware.
Gary Espinas is a retired colonel who is deeply committed to veteran issues. Commissioned in 1987 through the Army ROTC program at the University of California at Berkeley, Mr. Espinas served for 26 years in the U.S. Army as a combat arms and foreign area officer. Mr. Espinas served in air assault and mechanized infantry units, and deployed to the Persian Gulf War during combat operations. Mr. Espinas had multiple joint assignments as a political-military officer and arms control advisor, serving twice in the Pentagon, the State Department, and the U.S. Embassy in Moscow, Russia.
After his retirement from the Army in 2013, Mr. Espinas became a Department of Defense civilian. He currently teaches at the United States Naval Academy in Annapolis, Maryland, where he is the Class of 1960 Distinguished Visiting Professor in National Security. A California native, Gary holds a Master of Arts degree from Harvard University, a Master of Strategic Studies from the United States Army War College, and a Bachelor of Arts degree from the University of California at Berkeley. Gary earned his doctorate in liberal studies from Georgetown University in Washington, DC.
